Grants protection and advocacy agencies access to unredacted facility evaluation reports, complaint investigation reports, citation reports, licensing reports, survey reports, plans of correction, and statements of deficiency prepared by the State Department of Public Health or State Department of Social Services.

Authorizes disclosure of confidential information obtained during intake, assessment, and services for persons with developmental disabilities and mental health services recipients to protection and advocacy agencies when incorporated into the unredacted licensing and regulatory documents listed above.

Requires that information disclosed to protection and advocacy agencies remain confidential and subject to the same confidentiality protections applicable to those agencies under Section 4903.

Applies to services under Divisions 4.1, 4.5, 6, and 7 of the Welfare and Institutions Code for persons with developmental disabilities and Divisions 5, 6, and 7 for voluntary and involuntary mental health services recipients.
