Requires medical directors of local EMS agencies to evaluate the good character and rehabilitation of applicants with prior criminal convictions before denying EMT-I or EMT-II certificates.

Specifies factors medical directors may consider in evaluations, including nature of the crime, activities since conviction, time elapsed, compliance with parole or probation, rehabilitation evidence, employment history, and circumstances indicating unlikely repetition.

Limits consideration of prior convictions to those for which the applicant was prosecuted as an adult.

Creates a state-mandated local program; requires reimbursement to local agencies and school districts for mandated costs pursuant to existing statutory procedures if determined by the Commission on State Mandates.
