Amends California Civil Code to define "nationwide specialty consumer reporting agency" as a consumer reporting agency that compiles files on consumers nationwide relating to medical records, residential/tenant history, employment history, or insurance claims.

Authorizes consumers to place a security freeze on their consumer file maintained by a nationwide specialty consumer reporting agency, prohibiting release of the file without express consumer authorization.

Requires consumer reporting agencies to place a security freeze within three business days of receiving a written request and provide the consumer with a unique identification number or password.

Allows consumers to temporarily lift a freeze for a specific party or time period by contacting the agency and providing proper identification and their PIN/password, with compliance required within three business days.

Permits agencies to charge consumers no more than $10 per freeze placement, removal, or temporary lift ($5 for seniors age 65+), except no fee may be charged to identity theft victims with a valid police report.
