Establishes the California After School Teacher Pipeline Program, a pilot program to recruit and support after school instructors in teacher training through the California School Paraprofessional Teacher Training Program from fiscal year 2013-14 through 2019-20.

Requires the State Department of Education to transfer $150,000 annually to the Commission on Teacher Credentialing through an interagency agreement to fund the pilot program.

Allows the Commission on Teacher Credentialing to select up to 4 school districts or county offices of education to participate, with grants not exceeding $3,500 per pilot participant per year.

Requires pilot applicants to demonstrate screening processes, professional support mechanisms for participants, tracking systems for participant location changes, and compliance with existing paraprofessional teacher training program requirements.

Mandates the Commission report to the Legislature and Superintendent of Public Instruction by January 1, 2017 on pilot program effectiveness, with the program becoming inoperative July 1, 2020 and repealed January 1, 2021 unless extended by subsequent legislation.
