Permits real property within the grounds of specified state developmental centers (Agnews, Camarillo, Fairview, Lanterman, Porterville, Sonoma, and Stockton State Hospitals) to be leased if determined no longer needed for directly serving persons with developmental disabilities.

Creates the Californians with Developmental Disabilities Fund in the State Treasury to receive revenue generated from leasing the identified properties.

Makes fund moneys available to the State Department of Developmental Services upon legislative appropriation for purposes of serving persons with developmental disabilities.

Requires the department to continue submitting closure plans to the Legislature for approval before closing any developmental center in accordance with existing law.
