Expands exceptions allowing beer returns to accept unsold and unopened beer from organizations with temporary licenses under Sections 24045 or 24045.1, with credit up to the original sales price.

Permits return of beer recalled or identified by manufacturers, importers, or governmental entities as presenting health or safety issues at any time, allowing for exchange of identical product, deferred exchange memorandum, or credit memorandum.

Maintains existing exceptions for seasonal or temporary licensees returning unsold beer at license termination and for discontinued or seasonal brand exchanges approved by the department.

Allows credit to retailer accounts for returned beer following license revocation, suspension, voluntary surrender, or failure to renew, up to the original sales price if fully paid.
