Expands tenant protections to allow termination of tenancy if the tenant or household member is a victim of abuse of an elder or dependent adult, in addition to domestic violence, sexual assault, or stalking.

Adds protective orders as acceptable documentation for tenancy termination notices, alongside temporary restraining orders, emergency protective orders, and peace officer reports.

Prohibits landlords from terminating or refusing to renew tenancies based on acts of domestic violence, sexual assault, stalking, or elder/dependent adult abuse if documented by protective orders or police reports issued within the last 180 days.

Allows landlords to terminate tenancy only if the tenant allows contact with the restrained person or if the restrained person poses a physical threat to other tenants, provided the landlord gave at least three days' notice to correct the violation.

Extends the Judicial Council deadline for developing an affirmative defense form for unlawful detainer actions from January 1, 2012 to January 1, 2014.
