Expands the definition of "direct costs" that school districts may charge for use of school facilities until January 1, 2020 to include operating and maintenance costs proportional to user's facility use, plus costs for maintenance, repair, restoration, and refurbishment of nonclassroom spaces and grounds.

Requires the Superintendent of Public Instruction to develop and the State Board of Education to adopt regulations by December 31, 2013 for school districts to determine proportionate cost shares and allowable direct costs for facility use.

Limits maintenance and repair cost charges to nonclassroom spaces and outdoor facilities (playing fields, athletic fields, tracks, tennis courts, basketball courts) and excludes classroom-based after-school programs and instruction during school hours from these charges.

Requires funds collected for maintenance, repair, restoration, and refurbishment to be deposited into a special fund used only for these purposes.

The expanded cost definitions sunset on January 1, 2020 unless extended by later legislation, after which direct costs revert to only supplies, utilities, janitorial services, and employee costs directly associated with the facility use.
