Amends Insurance Code Section 11785 to authorize the State Compensation Insurance Fund (SCIF) board of directors to appoint additional executive positions beyond the existing seven required positions.

Adds four new mandatory positions: claims medical officer, chief actuarial officer, chief of internal affairs, and three senior management employees specializing in infrastructure engineering, data management, and systems engineering or applications.

Exempts all appointed positions from Government Code and Public Contract Code provisions applicable to state agencies, with the SCIF not considered a state agency or public entity for these purposes.

Requires the board of directors to set salaries for each position and apply the Milton Marks Postgovernment Employment Restrictions Act to designated employees.

Repeals the reporting requirement that would have mandated the board submit a detailed report to the Legislature by January 1, 2014, regarding position descriptions, salaries, and cost savings.
