Requires pilots to refuse pilotage assignments when physically or mentally fatigued and unable to safely carry out duties.

Mandates the Board of Pilot Commissioners contract with an independent entity to study effects of work and rest periods on pilot safety, then promulgate regulations establishing adequate rest period requirements to prevent pilot fatigue.

Requires pilots and pilot trainees to disclose medical information to board physicians regarding substance abuse, narcotic addiction, and conditions characterized by lapses of consciousness during physical examinations.

Authorizes the board to refuse admission to training programs, dismiss trainees, or refuse to issue or renew licenses for applicants or licensees who habitually use or are addicted to alcoholic beverages, narcotics, or dangerous drugs.

Requires the board to participate in the Department of Motor Vehicles pull-notice system to monitor pilot driving records, with exemption from associated fees, and to request driving records from all training program applicants and original license applicants.
