Requires the Office of Planning and Research (OPR) to identify state agencies whose energy and environmental policies directly impact the U.S. Department of Defense's energy security and military mission goals.

Mandates that identified state agencies consider the direct impacts of their energy and environmental policies on Department of Defense energy security and military mission goals when developing or implementing those policies.

Designates OPR as a liaison to coordinate inclusion of the U.S. Department of Defense in the development and implementation of state energy and environmental policy.

Defines "energy security and military mission goals" to include federal requirements related to alternative fuels, clean energy, energy efficiency, water conservation, greenhouse gas reductions, and related infrastructure.

Clarifies that the bill does not interfere with existing agency authority, limit compliance with other laws, or alter Department of Defense utility rates or service structures.
