SB 1413 Summary

• Repeals existing authorization for the Adjutant General to establish morale, welfare, and recreational activities rules and replaces it with broader authority to establish support programs including morale, welfare, recreational, training, and educational programs for National Guard members, airmen, cadets, and their families.

• Authorizes the Adjutant General to establish, construct, or acquire facilities and equipment for these support programs and to adopt related rules and regulations.

• Creates the California Military Department Support Fund in the State Treasury to receive solicited donations and funds, which are available upon legislative appropriation solely for establishing support programs and facilities.

• Exempts the Military Department from Government Code Section 11005 requirements when accepting donations and specifies that appropriated funds must supplement, not replace, existing Military Department funding.

• Requires the Adjutant General to conduct annual internal audits of the fund and report findings to the Department of Finance beginning March 31, 2014.
