Modifies Section 6981 of the Food and Agricultural Code to change how olive tree varieties are exempted from the 1% annual assessment on nursery stock gross sales

Shifts exemption authority from "species of olive trees" to "varieties of olive trees," allowing the Secretary of Food and Agriculture to exempt specific olive varieties rather than entire species

Maintains the 1% annual assessment on all olive trees, seeds, seedlings, rootstocks, and topstock produced and sold in California by licensed nursery dealers

Allows exemptions only when it can be demonstrated that no benefit is derived by the olive variety from specified state registration, certification, and plant materials development programs
