Authorizes combined fair horse racing meetings to be conducted throughout the year, removing previous restrictions limiting them to between June 1 and October 31

Removes requirement that mixed breed meetings be conducted by an entity other than the California Exposition and State Fair

Removes requirement that mixed breed meetings encourage the racing of emerging breeds of horses

Maintains prohibition on allocating racing days for mixed breed or combined fair horse racing meetings during June at the California Exposition and State Fair if a standardbred meeting is being conducted that month
