Reduces the handgun safety certificate fee to $15 for honorably discharged members of the United States Armed Forces, National Guard, Air National Guard, or active reserve components (from the standard $25 fee)

Reduces the Department of Justice fee collected per certificate from honorably discharged members to $10 (from $15 collected for standard certificates)

Defines "honorably discharged member" as someone who received a DD Form 214 certificate of release or discharge from active duty indicating discharge under honorable conditions

Removes the previous September 11, 2001 date restriction that had limited the fee reduction to only those discharged before that date
