Amends Education Code Section 52059 to establish requirements for regional consortia providing technical assistance to schools in need of improvement under the federal No Child Left Behind Act

Requires regional consortia to assist local educational agencies and schools in providing the same course options to English learners as are available to other pupils at the same school

Maintains existing requirements for regional consortia to review school operations, assist with improving pupil performance, and help eliminate misassignments of certificated personnel

Specifies priority order for distributing support: first to schools under corrective action, then to schools identified as needing improvement, then to other schools participating in No Child Left Behind programs

Applies charter schools to all provisions of the statewide system of school support
