Prohibits lobbyists, lobbying firms, and lobbyist employers from giving elected state officers theme park tickets, professional sporting event tickets, racetrack tickets, spa treatments, recreational trips, and gift cards.

Prohibits lobbyist employers from giving elected state officers entertainment tickets (theater, concert, amateur sporting events) exceeding $25 face value, and prohibits all three entities from giving such tickets to officers' immediate family members.

Requires elected state officers to refuse gifts aggregating more than $10 per calendar month from lobbyists or lobbying firms, and to reject the specified gift categories from lobbyists, lobbying firms, or lobbyist employers.

Exempts fundraising events for bona fide charitable organizations from all gift prohibitions.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and creates new crimes subject to administrative, civil, and criminal penalties.
