For lowest-bid contracts, preference applies as 5% of the bid price; for scored contracts, preference applies as 5% of the total score

Caps maximum cumulative preference across all laws at 15% or $100,000, whichever applies

Requires the Department of General Services to establish a verification process to confirm bidders meet the refurbished electronics criteria
