Limits renewal periods for interim management plans at idle surface mining operations to a maximum of 2 additional 5-year renewal periods (instead of unlimited renewals).

Requires surface mining operators to submit an interim management plan to the lead agency within 90 days of a mining operation becoming idle.

Allows interim management plans to remain in effect for up to 5 years, renewable for two additional 5-year periods if the operator has fully complied with the plan.

Requires that if a surface mining operation remains idle after the interim management plan expires, the operator must commence reclamation according to its approved reclamation plan.

Mandates financial assurances remain in effect while a mining operation is idle and financial assurances are maintained.
