Removes State Department of Mental Health and Department of Child Support Services from the child welfare service review workgroup.

Requires the workgroup to reconvene by January 15, 2013 and determine by April 1, 2013 whether additional outcome indicators are needed to measure the impact of child welfare realignment on child safety and well-being.

Expands annual reporting requirements to the Legislature to include the impact of child welfare program realignment on child safety and well-being using outcome indicators determined by the workgroup.

Requires the State Department of Social Services to initiate compliance actions if a county child welfare system does not meet established thresholds after receiving technical assistance for at least six months but no more than one year.

Changes legislative reporting recipients from Assembly and Senate Budget Committees to Assembly Committee on Budget and Senate Committee on Budget and Fiscal Review.
