Insurance Commissioner must convene a task force to examine components necessary for designing a statewide long-term care insurance program.

Task force shall explore program design options including eligibility, enrollment, benefits, financing, administration, and coordination with Medi-Cal, with consideration for voluntary or mandatory enrollment with opt-out provisions.

Task force composition includes senior health policy and long-term care insurance stakeholders, representatives from the State Department of Health Care Services, Employment Development Department, and other relevant government agencies.

Task force must submit a report to the Commissioner, Governor, and Legislature by January 1, 2014 recommending options for establishing the program and assessing the feasibility of each option.

Section expires and is repealed on January 1, 2017, unless extended by subsequent legislation enacted before that date.
