Reduces minimum width of license plate characters from 1¼ inches to 13/16 inches and minimum spacing between characters from 5/16 inch to 1/4 inch

Establishes an 8-letter license plate program allowing vehicle owners to display custom combinations of up to eight letters or numbers on their plates instead of regular registration numbers

Establishes fees of $48 for initial issuance, $38 for annual renewal, and $38 for transfers or duplicates of 8-letter plates

Creates the Natural and Agricultural Open Space and State Recreational Support Fund to receive all revenue from 8-letter plate fees, with funds allocated equally to open-space land programs, California fairs and agricultural associations, and the Department of Parks and Recreation

Requires the Department of Motor Vehicles to refuse or cancel 8-letter plates containing combinations offensive to good taste and decency, misleading content, or duplications of existing plates
