SB 1461 Summary

• Prohibits California State University trustees from increasing mandatory systemwide fees for resident undergraduate students by more than 2 percent above the percentage change in California per capita personal income.

• Requests (but does not require) University of California regents to follow the same fee increase limitation.

• Allows fee increases only in academic years when the annual Budget Act appropriates funds to the institution for enrollment growth (at marginal cost of instruction) and a cost-of-living adjustment.

• Treats negative changes in California per capita personal income as zero for purposes of calculating the maximum allowable fee increase.
