Establishes the Fireworks Special Data Collection Program, funded entirely by voluntary contributions from the fireworks industry or federal/private grants, to study fireworks-related data in targeted jurisdictions for periods around July 4th and New Year's Eve.

Creates the Fireworks Special Data Collection Fund as a continuously appropriated special fund in the State Treasury, with moneys available for State Fire Marshal and local jurisdictions to develop, implement, analyze, and report program results.

Authorizes retail sale of certified safe and sane fireworks in 2014 and 2015 from 9 a.m. on December 26 to 11:59 p.m. on January 1 of the following year, if approved by local ordinance or resolution and only if sufficient funds exist in the data collection fund.

Permits charter cities, cities, counties, and fire protection districts to require permit applicants to pay a pro rata fee based on gross sales (not to exceed 7%) to cover actual and reasonable costs for permit processing, stand inspections, public education campaigns, enforcement, and fire suppression efforts.

Sections 12599.4, 12599.5, and 12635.5 become inoperative on January 2, 2016, and are repealed on January 1, 2017, unless extended by later legislation.
