Extends indefinitely the requirement that legal owners maintain vacant residential properties purchased at foreclosure sales, with civil fines of up to $1,000 per day for violations (previously set to expire January 1, 2013).

Requires enforcement agencies to wait at least 60 days after a person takes title to a foreclosed residential property before commencing enforcement actions, unless immediate health and safety threats exist.

Mandates that entities releasing liens on foreclosed properties must notify the enforcement agency in writing within 30 days of releasing the lien.

Authorizes courts to require property owners to pay all unrecovered costs associated with receiverships in addition to other available remedies for failure to comply with abatement orders.

Requires governmental entities to provide notice of alleged violations and at least 14 days to begin corrections and 30 days to complete corrections before imposing civil fines.
