• Authorizes the Attorney General to convene a special statewide grand jury to investigate and indict cases involving fraud or theft occurring in multiple counties and conducted by a single defendant or multiple defendants acting in concert.

• Allows the special statewide grand jury to be impaneled in Fresno, Los Angeles, Sacramento, San Diego, or San Francisco counties and permits the Attorney General to issue statewide subpoenas for witnesses and documents.

• Enables the special statewide grand jury to indict persons for crimes that occurred in counties other than where the grand jury is impaneled, with indictments filed in any county where charges could properly be brought.

• Requires the Attorney General to present indictments from the special statewide grand jury to court within five court days and file an affidavit from the grand jury foreperson certifying proper jury procedures were followed.

• Provides for state reimbursement of costs directly related to impaneling and operating special grand juries under the bill's provisions.
