Excludes specified leases approved by the Port of Stockton or Port of West Sacramento from the definition of "covered action" under the Delta Stewardship Council's comprehensive management plan requirements.

Exempts routine dredging activities necessary for maintenance of the Stockton Deep Water Ship Channel (40 feet depth in sediment trap, 35 feet plus 2 feet overdredge elsewhere) and Sacramento Deep Water Ship Channel (30 feet plus 2 feet overdredge, or 35 feet in certain sections) from Delta Plan consistency requirements.

Defines "special district" for purposes of the exemptions as the Port of Stockton or the Port of West Sacramento.

Clarifies that the dredging exemption does not change or modify current substantive and procedural regulations applicable to dredging operations approval.

Preserves vested rights created by statute or common law and does not authorize their abrogation.
