Prohibits individual pupils from being counted more than once in dropout rate data within the California Longitudinal Pupil Achievement Data System (CALPADS).

Requires that a pupil shall not be included in the dropout rates indicated in the Annual Report on Dropouts in California more than one time.

Amends Section 60900 of the Education Code to add the restriction that the system shall not include an individual pupil in dropout rate data more than one time.

Includes technical amendments to Section 48070.6 to clarify reporting procedures and language related to the Annual Report on Dropouts in California.

Contains a conditional provision (Section 1.5) that incorporates amendments from Assembly Bill 2662 if both bills are enacted and become effective by January 1, 2013.
