Defines local-haul tractors as those traveling within 100 air miles of their base or returning to base within 48 hours of traveling beyond that radius.

Addresses concerns that the original regulations' fuel-efficiency projections assumed trucks traveling at 62.5 miles per hour, exceeding California's 55 miles-per-hour truck speed limit and making compliance ineffective for many local-haul operators.

Declares the act an urgency statute effective immediately to provide greater flexibility for fleet owners to reduce fuel usage in economically viable ways.
