Extends authorization for school districts and community college districts to use design-build contracts for facility construction from January 1, 2014 to January 1, 2020

Adds legislative intent that design-build procurement does not replace or eliminate competitive bidding

Prohibits design-build-operate contracts for educational facilities in requests for proposals

Requires minimum evaluation factors (price, technical expertise, life cycle costs over 15 years, skilled labor availability, and safety record) to represent at least 50 percent of total weight for school districts and at least 10 percent each for community college districts

Mandates public announcement of contract awards including winning contractor's price proposal, overall rating, rankings of all responsive bidders, and rationale for the award
