Extends the authorization for counties to use design-build procedures for construction projects exceeding $2,500,000 until July 1, 2018 (previously set to expire July 1, 2014).

Limits design-build use to buildings and county sanitation wastewater treatment facilities; expressly prohibits use for streets, highways, public rail transit, or water resources facilities.

Requires counties awarding design-build contracts after Department of Industrial Relations regulations take effect to reimburse the department for prevailing wage monitoring and enforcement costs, with fees deposited into the State Public Works Enforcement Fund.

Establishes a four-step design-build process including project scope documentation, request for proposals, design-build entity prequalification using standardized questionnaires, and final selection based on either lowest responsible bidder or best value criteria.

Requires counties using design-build to submit detailed project reports to the Legislative Analyst's Office by September 1, 2013, and mandates the Legislative Analyst report to the Legislature by January 1, 2014 on design-build method effectiveness and outcomes.
