Allows winegrowers licensed in Lake, Mendocino, Napa, or Sonoma counties to donate wine and make monetary contributions to a nonprofit opera house incorporated in Napa City and County that produces at least 150 public events annually and holds a permanent retail on-sale license.

Prohibits donations from being conditioned on the opera house purchasing, selling, or distributing the winegrower's alcoholic beverages, and restricts donated wine use to fundraising activities held separately from opera performances and retail operations.

Permits the opera house to acknowledge donating winegrowers in event programs, websites, and on-stage announcements.

Sunsets this exception to tied-house restrictions on January 1, 2018, unless extended by later legislation.

Declares the Napa Valley Opera House's cultural importance warrants special legislation and specifies no local reimbursement is required for implementation.
