Extends the Attorney General's authority to represent the Department of Finance and succeed to the Electricity Oversight Board's rights and claims related to the 2000-02 energy crisis litigation and settlements from January 1, 2013 to January 1, 2016.

Maintains the restriction that the Attorney General cannot distribute or expend settlement proceeds except in accordance with specified Government Code and Water Code provisions.

Preserves the requirement that the Attorney General cannot distribute or expend settlement proceeds allocated specifically to the Electricity Oversight Board.

Repeals Section 343 of the Public Utilities Code effective January 1, 2016, unless extended by subsequent legislation enacted before that date.
