• Authorizes cities and counties to require video recorders in licensed taxicabs pursuant to local ordinances, with recordings limited to video only (no audio) and accessible only to law enforcement for criminal investigations or public safety purposes.

• Requires taxicabs with video recorders to post notices in at least two conspicuous locations (inside and outside vehicle) informing passengers they are being video recorded.

• Allows taxicab drivers to disable the video recorder in their vehicle and receive free copies of recordings made during their operation within five days of request.

• Mandates that video recordings not part of ongoing criminal investigations be destroyed within 90 days of recording.

• Exempts video recorders installed in taxicabs from Vehicle Code prohibitions on objects obstructing driver vision, allowing placement in specified windshield locations or center uppermost portion of windshield.
