Prohibits the Public Utilities Commission from adopting any new demand charges, standby charges, customer charges, minimum monthly charges, interconnection charges, or other fixed charges that apply only to net energy metering customers.

Applies to customers receiving electric service under net energy metering contracts or tariffs authorized by Section 2827 of the Public Utilities Code.

Sunset provision: The prohibition expires on January 1, 2014, and the section is repealed unless extended by later-enacted legislation before that date.
