Eliminates the January 1, 2013 termination date for the exemption allowing tree harvesting to reduce fire spread and fuel continuity, making the exemption permanent.

Permits harvesting of trees limited to those eliminating vertical continuity of vegetative fuels and horizontal continuity of tree crowns for fire reduction purposes, with tree harvesting areas not exceeding 300 acres.

Requires a registered professional forester to prepare and submit a notice of exemption (Forest Fire Prevention Exemption) to the director, including preharvest stand structure descriptions and postharvest stocking level statements.

Establishes restrictions including removal of trees only less than 18 inches in stump diameter (with exceptions up to 24 inches within 500 feet of structures or shaded fuel breaks), surface fuel treatment within 120 days, and compliance with canopy closure regulations.

Mandates department onsite inspection after timber operations are complete to determine compliance and determine whether enforcement action is warranted.
