Requires the Metropolitan Transportation Commission and Bay Area Toll Authority (acting through the Bay Area Headquarters Authority) to bring a court action to validate their authority to purchase an office building at 390 Main Street, San Francisco, unless the State Auditor determines they clearly had that authority.

The validation action must determine whether the agencies have statutory authority to purchase the office building and whether using toll revenues for the purchase was a proper use of those funds.

Prohibits toll moneys from being used to pay for the validation action and prevents the agencies from entering into additional contracts regarding the office building until the validation action is complete.

Allows the validation action to be brought after the standard 60-day period specified in the Code of Civil Procedure.

Takes effect immediately as an urgency statute and provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
