Prohibits any person from claiming refunds or fees for imported beverage containers, previously redeemed containers, rejected containers, line breakage, or other ineligible material

Makes it illegal to intentionally redeem, attempt to redeem, or return ineligible containers to the marketplace, including assisting others in redeeming such containers

Requires the Department of Resources Recycling and Recovery to exclude all ineligible material when conducting surveys to determine commingled rates for beverage container redemption payments

Applies to the California Beverage Container Recycling and Litter Reduction Act, which requires distributors to pay redemption payments for specified beverage containers
