Authorizes the San Diego Association of Governments to use alternative project delivery methods (Construction Manager/General Contractor and design sequencing) for public transit projects within its jurisdiction.

Requires SANDAG to make written findings that the alternative method will reduce project costs, expedite completion, or provide features unavailable through traditional design-bid-build methods before entering into such contracts.

Mandates SANDAG to pay prevailing wage monitoring and enforcement fees into the State Public Works Enforcement Fund, or alternatively enter into collective bargaining agreements binding all project contractors.

Requires SANDAG to submit a progress report to its governing board upon project completion, including estimated vs. actual costs, schedules, protests, evaluation methods, and recommendations for improvement, made available on its website.

Declares no state reimbursement required under Proposition 13 because any local costs result from the bill creating new crime or infraction provisions related to prevailing wage enforcement violations.
