Adds requirement that concealed firearm license applicants must not be prohibited by state or federal law from possessing firearms, verified through Department of Justice fingerprint checks including National Instant Criminal Background Check System.

Exempts persons authorized to carry concealed weapons and certain peace officers/retired peace officers from the 10-day firearm waiting period for personal use purchases.

Requires Department of Justice to respond to firearm dealers within 24 hours with "hold" status if further investigation is needed, and immediately upon completion with "approved" or "prohibited" status; prohibits dealers from releasing firearms until approved status is received.

Requires Department of Justice to conduct background check investigations for concealed firearm license renewal applicants using National Instant Criminal Background Check System.

Designates this as a state-mandated local program requiring reimbursement to local agencies under Part 7 of Division 4 of Title 2 of the Government Code if Commission on State Mandates determines costs are mandated by the state.
