Requires automated parking enforcement systems to digitally photograph only license plates of vehicles violating street-sweeping parking regulations, with date and time recorded on each photograph.

Mandates local public agencies provide at least 30 days' public notice and issue only warning citations during that period before issuing enforceable violations.

Requires designated qualified employees to review digital photographs to verify parking violations occurred, with violations subject to civil penalties.

Specifies that digital photographs containing violations may be retained for up to six months or 90 days after case disposition (whichever is sooner), while non-violation photographs must be destroyed within 15 days, with all photographs classified as confidential.
