Grants and conveys to the City of Newport Beach all state right, title, and interest in specified filled tide and submerged lands in Newport Bay, as approved by the State Lands Commission on September 1, 2011

Transfers to the city lands quieted as public trust property waterward of the ordinary high tide line between 18th and 19th Streets, permanently fixed in county records on April 17, 1942

Terminates the existing lease of the described lands from the State Lands Commission to the city on January 1, 2013

Requires the city to hold and manage the transferred public trust lands for the benefit of the statewide public in accordance with common law public trust doctrine and specified statutes from 1978-2004

Declares that a special law is necessary for these lands due to unique circumstances specific to Newport Beach
