Removes the Treasurer's authority to appoint certain officers and eliminates peace officer powers and authority previously granted to certain employees of the Treasurer's office.

Requires the Treasurer's office to be kept open for business from 8 a.m. to 5 p.m. Monday through Friday, except legal holidays, unless otherwise provided by law.

Allows the Treasurer to appoint one deputy treasurer and designate other officers or employees to have powers and liabilities of a deputy treasurer.

Transfers routine security inspections of the Treasurer's office premises to the California Highway Patrol, to be conducted after normal working hours and on weekends and holidays.

Removes Treasurer's office security personnel from the list of peace officers under Penal Code Section 830.4.
