Authorizes the Director of General Services to sell four specified armories (Compton Parmelee, Healdsburg, Nevada City, and Willows) with approval from the Adjutant General, with proceeds deposited into the Armory Fund rather than the Deficit Recovery Bond Retirement Sinking Fund.

Allows the Director of General Services to sell, exchange, or lease three state properties (EDD Field Office in Stockton, CDCR Watts Parole Center in Los Angeles, and CDCR Single Family Residence in Ione) for fair market value under specified terms.

Rescinds the prior surplus property sale authorization for the Healdsburg Armory that was declared surplus under Assembly Bill 1123 (2007).

Requires the Department of General Services to be reimbursed for reasonable costs and expenses incurred in conducting armory transactions, and exempts armory sales from environmental review until title transfers to the purchaser.

Subjects proceeds from the Stockton EDD Field Office sale to reimbursement of any federal equity financing that exists in the property.
