Redefines "low-achieving school" as "enrollment opportunities school" in the Open Enrollment Act, which allows parents to request transfers for pupils attending such schools to other school districts.

Changes the application deadline for transfer requests from January 1 to January 5 of the school year preceding the requested transfer year.

Requires the Superintendent to annually identify 1,000 lowest-performing schools ranked by Academic Performance Index, with no single school district representing more than 10 percent of the list.

Excludes court, community, community day schools, and charter schools from the list of eligible "enrollment opportunities schools."

Allows school districts of enrollment to waive the January 5 deadline and permits military families relocated within 90 days of application to submit applications outside the standard deadline.
