Enacts the First Validating Act of 2011 to validate the organization, boundaries, acts, proceedings, and bonds of state and local public bodies including counties, cities, districts, and agencies.

Declares all public bodies heretofore organized or existing under any law to be legally organized and functioning with full rights, powers, and privileges.

Confirms and validates all prior boundary changes, annexations, consolidations, mergers, dissolutions, and bond issuances by any public body.

Establishes a six-month period from the effective date for legal challenges to the validity of public body formation or boundary changes; after six months, all such matters become valid and incontestable.

Takes effect immediately as an urgency statute to preserve the public peace, health, or safety.
