Redefines "board" in delta levee maintenance provisions to mean the Central Valley Flood Protection Board instead of the Reclamation Board.

Extends the 75% reimbursement rate for local agency levee maintenance costs from July 1, 2013 to July 1, 2018, after which the rate drops to 50%.

Extends authorization for advance payments of up to 75% of estimated state share to local agencies from July 1, 2013 to July 1, 2018.

Requires local agencies to demonstrate ability to pay through financial information or comprehensive studies before determining maximum reimbursement amounts.

Makes the 75% reimbursement provisions inoperative on July 1, 2018 and repeals them January 1, 2019 unless extended by later legislation.
