SB 204 Summary

• Authorizes the Los Angeles County Metropolitan Transportation Authority (LACMTA) to develop and file a local alternative transportation improvement program in the State Highway Route 710 Study Area, in consultation with the Department of Transportation and jointly with affected cities.

• Requires the California Transportation Commission to declare surface estates of properties acquired for the Route 710 freeway extension as excess state properties and directs expedited sale, with at least 25% of sale proceeds allocated to soundwall construction on State Highway Route 210.

• Prohibits use of sale proceeds for any activities to advance subsurface alternatives for the Route 710 North Gap Closure Project.

• Mandates the local alternative transportation improvement program include relocation assistance for displaced residents, relocation advice and moving expenses, and replacement housing units for low and moderate income households equal to or greater than the number of units displaced.

• Establishes a separate account in the Special Deposit Fund for each approved program into which sale proceeds shall be deposited for expenditure by local agencies on designated projects, with provisions allowing LACMTA to advance projects using its own funds prior to receiving sufficient sale proceeds.
