• Extends compliance deadlines for California's Renewables Portfolio Standard (RPS) program, moving the deadline for establishing renewable energy procurement quantities from January 1, 2012, to June 1, 2012.

• Requires retail sellers and local publicly owned electric utilities to procure 20% renewable energy by 2013, 25% by 2016, and 33% by 2020, with annual compliance reports required.

• Modifies eligibility criteria for small hydroelectric facilities (up to 40 megawatts) to include those operated to supply or convey water to customers and procured as of December 31, 2005.

• Extends the deadline for local publicly owned electric utilities to adopt renewable energy enforcement programs from January 1, 2012, to January 1, 2013.

• Prohibits the State Air Resources Board from adopting procurement requirements for eligible renewable energy resources, with enforcement authority remaining with the Public Utilities Commission and Energy Commission.
