Amends the Goods Movement Emission Reduction Program under California's Proposition 1B to require quarterly reimbursement of eligible project costs for on-shore electrical power projects at seaports that reduce vessel auxiliary and main engine power use.

State Air Resources Board may withhold the final 10 percent of reimbursable costs until the project demonstrates it is powering a vessel docked at berth.

Eligible projects must be in substantial compliance with milestones identified in the Supplemental Procedures for Ships at Berth and Cargo Handling Equipment Projects.

Continues existing competitive allocation of funds for emission reduction projects from heavy-duty trucks, locomotives, harbor craft, cargo handling equipment, and electrification infrastructure at freight facilities.

Requires State Air Resources Board to prioritize projects achieving the earliest health risk reduction in communities with highest exposure to goods movement emissions.
